New Network
A new network means that advertising agencies haven't yet put the network in their plans, and a launch in late August means that most agencies have not placed ads on the network yet since the national ad agencies plan their advertising schedules at the beginning of the year, and make some adjustments quarterly.
A new network also means their is no ratings history on which to set ad rates, and because of the seasonal aspect of the network, that will take a full calendar year. This fall should see more national advertisers than the cat toys.
Also, the network has built in commercial stopsets for local cableco's, satellite companies, and streaming services to insert local advertising. Because some of the locals don't always insert local ads, ESPN/Disney sells spots in those stopsets dirt cheap, and that's why you get those cat toy and manscaping ads.
And lastly, it's January. Every company blew their ad budget in the 4th quarter of 2019, and because January is the softest month of the year, not many companies and ad agencies schedule a lot of advertising in the month. It's one reason why you will see a lot of public service ads and local station promotional ads in January into February.
